How a supernumerary post is created in a government department ?

Is the post so created,transferable to another department along with the man appointed in the said supernumerary post ?

2. Yes if the minister who created the post in the first instance is shifted to the ministry under whose jurisdiction even a new department may be created by him just to accommodate the transferee.Have a nice day.
