How are freight costs covered on eBay?

Especially for cheap items ... Who pays for freight? How come freight is often free? Are freight forwarders completely entities that are completely different to the buyers and sellers? How the hell is free freighting pulled off?

1. The seller either charges you for shipping (it's listed in their ad) or they absorb it and take the cost out of whatever they get for the item you purchased. Shipping has really gotten out of hand on that site, with people charging outrageous rates just to make more money on the items they sell. Many sellers then started not charging a shipping fee, to draw in more bidders. Shipping is always handled by the seller, although sometimes they will allow the buyer to choose the method (the charge may vary) and if they want insurance or not.
